Wiley Online Library – TÜBİTAK Read & Publish Agreement
Agreement Summary:
Under the 2026–2028 Read & Publish Agreement, the TÜBİTAK Open Access Article Account is active for eligible publications. Only articles accepted on or after 17 February 2026 are eligible for evaluation under this agreement. The annual quotas for Gold and Hybrid journals are allocated as follows:
- 2026: Gold / 650 + Hybrid / 1,173 (Total quota: 1,823 articles)
- 2027: Gold / 659 + Hybrid / 1,196 (Total quota: 1,855 articles)
- 2028: Gold / 668 + Hybrid / 1,220 (Total quota: 1,888 articles)

NOTE: Gold journals: The article quota allocated for 2026 has been fully exhausted as of August 12, 2026.
Therefore, as previously specified in the agreement criteria, APC support under the agreement will not be provided for articles accepted in Gold journals until the end of the year.
* Quotas allocated for Gold and Hybrid journals are tracked separately. Therefore, the availability of a quota for Hybrid journals does not imply that open access support continues for Gold journals.
* Even if an article has been conditionally accepted or an open access request has been initiated previously for a Gold journal, the APCs for such articles cannot be covered under the TÜBİTAK-Wiley Open Access Agreement due to the exhaustion of the 2026 Gold article quota.
Hybrid journals: There is a quota of 156 articles for 2026. Until the quota is exhausted, open access support will continue to be provided for articles that meet the agreement’s conditions.
