TÜBİTAK-Cambridge University Press (CUP) Read and Publish Agreement

Within the scope of the EKUAL Project, conducted by TÜBİTAK ULAKBİM, a new "Read & Publish" agreement has been signed with Cambridge University Press, covering the period 2026-2028, supporting both access to academic content and the publication of Open Access (OA) articles.
The details and implementation principles of the agreement are presented below:
The agreement is valid for three years, from January 1, 2026, to December 31, 2028.
Open Access: Under this agreement, the right to publish in open access (within the CJO "Full Package" content) is provided without quota. TÜBİTAK OA Publication Support and Acceptance Criteria
For corresponding authors to be able to publish their articles as OA without paying the Article Processing Fee (APC), they must meet the following criteria:
Corresponding Author: The corresponding author must be an authorized user of an EKUAL member institution. Institutional Affiliation: Authors are advised to use their institutional email addresses in their submissions. Personal email addresses (Gmail, Hotmail, etc.) cause delays in the verification process. Scope of the Agreement: The agreement covers the publication of unlimited open access articles in both hybrid journals and gold/fully/completely open access journals.
Retroactive Open Access Conversion
Under the agreement, the rules regarding the retroactive conversion of articles to Open Access are as follows:
• Publications in Hybrid Journals: Articles published in "Hybrid" journals between January 1, 2026 and the signing date of the agreement (February 16, 2026) can be converted to Open Access free of charge, upon the request of the relevant author(s) (notification to ukg@ulakbim.gov.tr is required) and with the approval of TÜBİTAK ULAKBİM. No refunds will be given for articles published in open access in hybrid journals by paying the APC fee.
• Publications in Fully Open Access Journals: No refunds will be given for articles published in Gold Open Access journals between January 1, 2026 and February 16, 2026 by paying the APC fee.
• General Conversion Right: During the contract period, articles published as "Closed" in hybrid journals can be converted to the AE model at any time within 3 months of publication, upon the author's request.
