Read & Publish Agreements

As part of the license agreements made between Anatolian University Libraries Consortium (ANKOS) and a number of big publishers, an emerging approach to open access and open science, known as the "Read & Publish" or Transformative Agreement, was launched. Based on those agreements, BU members are eligable to have their publications be open access without paying any Article Processing Cost (APC) in case they publish at the journals of listed publishers.

The "Read & Publish" agreement, which supports publishing Open Access (OA) articles, has no quota.

Springer Nature - TÜBİTAK Details & BMC Pilot

*** To benefit from this agreement, at least one of the authors must be actively working as a faculty member at a university in Türkiye. This author must be a "Co-Author". Students cannot benefit from this right! ***

With the pilot application launched in BMC journals belonging to Springer Nature publishing house, a 75% APC discount will be applied to our country. Thus, our researchers who publish in 62 BMC journals will pay only 25% of the total APC fee. You can get detailed information from the APC pilot link.

Oxford University Press (OUP) - TÜBİTAK Quotas

Journals included in the Oxford Journals Online 2026 journal collection, both Hybrid and Full Open Access, will be able to benefit from the annual AE article publication quota, provided they meet the specified criteria. The quota distribution by year is as follows:

  • 2026: 400 Pieces
  • 2027: 408 Pieces
  • 2028: 416 Pieces

Wiley - TÜBİTAK Agreement (2026-2028)

Within the scope of the "Read & Publish" agreement for the period 2026-2028, the "TÜBİTAK Open Access Article Account" will become active on February 17, 2026. Articles accepted on or after this date will be considered. The quota distribution is as follows:

  • For 2026: Gold/650 + Hybrid/1173; Total: 1823 quotas.
  • For 2027: Gold/659 + Hybrid/1196; Total: 1885 quotas.
  • For 2028: Gold/668 + Hybrid/1220; Total: 1888 quotas.

SAGE Open Access (OA)

SAGE Premier Journals Database, which we are a subscriber to within the scope of Anatolian Universities Consortium (ANKOS), provides some rights for publications that will be made open access. The SAGE Open Access (OA) magazine package covers 95% of SAGE magazines.

Article processing fee (APC) for ANKOS member institutions with SAGE subscription will be applied as 200 GBP instead of 3000-4000 GBP. This amount may be paid by the author, the institution or another financing institution.

Authors at ANKOS SAGE member institutions will be automatically billed to the system at the discounted price indicated when submitting their article.
SAGE PREMIER JOURNALS LIST (Gold Open Access journals are not covered by the agreement. Each magazine's own APC fee applies to these magazines.)
